About This Event

Quantum technologies are quickly becoming central in addressing some of today's most pressing global challenges, from national security to economic competitiveness. Kathleen Hicks, Council distinguished fellow and former US Deputy Secretary of Defense, and Paul Poast, Council senior nonresident fellow of foreign policy and public opinion and associate professor at the University of Chicago, join leaders from across the public sector, industry, and the research community at the 2026 Global Quantum Forum to explore how smart policymaking can equip the quantum industry to deliver new systems and solutions at scale. Panelists will discuss the intersection of policy priorities, public perception, and accelerating quantum technology, underscoring how the policy choices today will shape the landscape of quantum for years to come.

The 2026 Global Quantum Forum, hosted by P33 and the Illinois Economic Development Corporation, is taking on some of the most consequential questions shaping our future, beginning with how quantum will influence the world around us. GQF26 will explore society’s grand challenges—the defining opportunities and toughest problems of our time—and the ways quantum may help address them across interconnected economic, scientific, and social systems, from health and finance to energy, climate, and beyond.

Kathleen Hicks served as the 35th US Deputy Secretary of Defense. Previously, she served as senior vice president and director of the international security program at the Center for Strategic and International Studies and the Donald Marron Scholar at the Kissinger Center for Global Affairs at Johns Hopkins University’s School of Advanced International Studies.

Paul Poast is an associate professor of political science at the University of Chicago. In addition to being a senior nonresident fellow on foreign policy and public opinion at the Council, he's also a foreign affairs columnist for World Politics Review. His research, funded by the National Science Foundation, has received numerous awards and recognitions—notably the Walter Isard Award and the Lepgold Prize.
