About This Event

What can a framework of impunity vs. accountability tell us about the multidimensional challenges facing the Americas? What are the striking similarities and pitfalls in how governments handle issues like human rights, economic exploitation, and environmental degradation? And how can we build systems and cultures of accountability? Join Louise Arbour, Mónica Pinto, DeRay Mckesson, and Katharine Starr as they use the Atlas of Impunity as a lens to discuss the rule of law and accountability in the Americas. 

The Chicago Council and the Eurasia Group recently launched the world’s first Atlas of Impunity report, a comprehensive index scoring 197 countries and territories on their abuse of power across five key societal dimensions. 

This discussion is part of a four-part series of regional discussions in partnership with the Kofi Annan Foundation, an independent non-profit which works to create a fairer and more peaceful world.

Louise Arbour Headshot
Louise Arbour is special counsel for Borden Ladner Gervais, LLP. She served as Chief Prosecutor for the International Criminal Tribunals for the former Yugoslavia and for Rwanda from 1996-1999. She was appointed to the Supreme Court of Canada in 1999, and served until 2004, when she was appointed as United Nations’ High Commissioner for Human Rights where she served until 2008. She currently serves as a board member for the Kofi Annan Foundation.

Mónica Pinto Headshot
Mónica Pinto is a Professor Emerita of International Law and of International Human Rights Law at the University of Buenos Aires/UBA Law School where she served as Dean from 2010 to 2018. Monica serves as a member of the governing board of the Inter-American Institute on Human Rights in San José; she is commissioner at the International Commission of Jurists in Geneva, and she sits at the Assembly of the Foundation René Cassin in Strasbourg.

Katharine Starr is the associate director of communications at Eurasia Group. A former broadcast journalist with Canada and Japan’s public broadcasters CBC and NHK, she has worked in Ottawa, Tokyo, Moscow, and now Washington DC. She recently completed an academic year at Harvard University researching and writing on the role of media in memorializing Hiroshima and Nagasaki.
