As vice president of the United States and as chairman of the Senate Foreign Relations Committee, Joseph R. Biden was at the forefront of American foreign policy for two decades. During this time America led endeavors to address some of the most complex and pressing global challenges, including terrorism, weapons of mass destruction, and humanitarian assistance. But in recent years the nation’s appetite for such global leadership has appeared to weaken, while the alliances and the rules-based system that have underpinned international order since World War Two have begun to fracture.
