Rebecca Lissner is an assistant professor in the strategic and operational research department at the US Naval War College.
Mira Rapp-Hooper
Senior Fellow, Council on Foreign Relations
Mira Rapp-Hooper is a senior fellow at Yale Law School’s Paul Tsai China Center, and the author of the 2020 release Shields of the Republic: The Triumph and Peril of America’s Alliances. Rapp-Hooper holds a BA in history from Stanford University, as well as an MA, MPhil, and PhD in political science from Columbia University.

Ivo H. Daalder served as the US ambassador to NATO from 2009 to 2013. He joined the Council as president in 2013 and took on the new role of CEO in 2023. Previously, he was a senior fellow in foreign policy studies at the Brookings Institution and served as director for European affairs on President Bill Clinton’s National Security Council. He is the author or editor of 10 books.
