Orlando Pérez Gárate

Orlando Pérez Gárate is a partner at Tsuru and an expert in international trade law, dispute resolution, and investment arbitration. He spent over two decades with Mexico's Undersecretary of Foreign Trade, leading the country's defense in numerous international investment arbitrations and dispute settlement proceedings. He also led the international trade rules office and managed the North American trade and investment agenda. Pérez Gárate served as Mexico's lead negotiator on intellectual property rights and state-owned enterprises during USMCA negotiations and the Mexico-EU Free Trade Agreement modernization, and has provided counsel for the Trans-Pacific Partnership, Pacific Alliance, and multiple bilateral free trade agreements.
