Kathleen Hicks, Council distinguished fellow and former US Deputy Secretary of Defense, and Paul Poast, Council senior nonresident fellow of foreign policy and public opinion and associate professor at the University of Chicago, join leaders from across the public sector, industry, and the research community at the 2026 Global Quantum Forum to explore how smart policymaking can equip the quantum industry to deliver new systems and solutions at scale.
