Ying-Hsuan Chen

Ying-Hsuan Chen [Caroline Chen] is a Policy Analyst at the Institute for National Defense and Security Research (INDSR), Division of Chinese Politics, Military and Operational Concepts. Her research focuses on the Chinese government’s mechanisms of social and ideological control, influence operations and political propaganda, as well as popular culture and cross-strait exchanges.
Before joining INDSR in 2018, Ms. Chen served as a Research Assistant for a Ministry of Science and Technology project and as a Confidential Secretary at the Mainland Affairs Council. Since 2021, she has been a member of Dr. Kuan-Cheng Lee’s research team, conducting public opinion studies on Taiwan’s national defense issues.
Her research and commentaries have been published in MJIB Monthly Journal, Report on the Development of the Chinese Communist Party’s Politics and Military. Her policy analyses have also been featured or cited by media outlets such as Deutsche Welle and The Up Media. Ms. Chen has been interviewed by Voice of America and Mirror News on topics related to Chinese society and party-state relations.
