Malcolm Flores is a development professional serving as Recovery Team Program Manager at the City of Chicago, where he oversees post-pandemic recovery programs and applies data-driven analysis to monitor program performance. Over the past decade, he has worked with think tanks, nonprofits, and government agencies on programs advancing inclusive development and addressing inequality.  Previously, he spent six years at the U.S. Embassy in Manila, where he managed State Department public diplomacy initiatives focused on youth development and preventing violent extremism in Southeast Asia. He holds a master’s degree in public policy (with honors) and a certificate in survey research methodology from the University of Chicago Harris School of Public Policy, as well as a graduate degree in development economics from De La Salle University in the Philippines.
