Doug Scott is chair of the Illinois Commerce Commission, having been appointed in 2023 by Governor Pritzker after previously serving in the role from 2011 to 2015. Between ICC tenures, Scott was vice president of the Great Plains Institute, where he worked on decarbonization efforts with states, utilities, and other stakeholders, focusing on utility business models, transmission, and clean energy policy. He also advised the Illinois Governor's Office on energy and environmental issues, including on the development of the Climate and Equitable Jobs Act. Scott has held a variety of public sector positions throughout his career, including director of the Illinois Environmental Protection Agency, mayor of Rockford, state representative, and city attorney for Rockford.
