Paulina Muñoz

Paulina Muñoz is a senior assistant general counsel with Chicago Public Schools’ legal department. In this role, she negotiates and advises complex legal and policy matters that support the district’s mission to provide equitable, student-centered public education in one of the nation’s largest school systems. She regularly balances legal risk and fiscal responsibility while advising clients and drafting, negotiating, and executing a wide range of contracts, including professional services, data sharing, capital construction, educational technology, and intellectual property agreements.
Before joining CPS, Muñoz worked at a law firm conducting research in international criminal law, focusing on accountability, transitional justice, and the role of international legal institutions in conflict-affected regions. Her academic and professional work reflect a deep commitment to global governance, human rights, and the rule of law.
Her career is also shaped by a broad international background, having lived and worked across North America, South America, Europe, and Asia. These experiences provide her with a cross-cultural perspective, adaptability, and an enduring interest in international affairs. Muñoz is passionate about public service and building collaborative solutions to complex governance challenges.
